Steun de Choucha-vluchtelingen in Tunesië!
Het vluchtelingenkamp Choucha ontstond in 2011 door de oorlog en vervolging in Libië. Veel mensen die eerder vanuit sub-Sahara-landen naar Libië waren gevlucht, zagen zich gedwongen om uit dat land te vertrekken en hun toevlucht te zoeken in buurland Tunesië. Ze zijn nu tussen wal en schip beland en kunnen nergens heen. Ze mogen niet in Tunesië blijven, maar kunnen ook niet terug naar het onveilige Libië en hun landen van herkomst. Ondanks de nodige verschillen, laat hun positie zich vergelijken met die van de Vluchthuis- en Vluchtkerk-vluchtelingen en andere dakloze en rechteloze vluchtelingen in Nederland.
De omstandigheden in het in de woestijn gelegen kamp Choucha zijn erbarmelijk. In juni dreigt het kamp te worden gesloten, waarna de vluchtelingen helemaal geen verblijfsplek meer zouden hebben. Sinds 29 maart zijn tientallen vluchtelingen in hongerstaking gegaan bij het UNHCR-kantoor in Tunis. Ze vragen om begrip en erkenning voor hun situatie en om heroverweging van hun asielaanvraag. All Included maakt zich sterk voor de Choucha-vluchtelingen en heeft hen al twee keer bezocht. Samen met de Vluchthuis- en Vluchtkerk-vluchtelingen en anderen eist de steungroep dat de UNHCR stopt met het uithongeren en laten verpauperen van de vluchtelingen. De druk op de VN-vluchtelingenorganisatie zal nog flink moeten worden vergroot, voordat men gaat toegeven aan de eisen van de vluchtelingen en hun bondgenoten. Want de UNHCR dient voornamelijk de belangen van zijn grootste geldschieters, de westerse staten die vluchtelingen zo ver mogelijk van hun grenzen weg willen houden. Ook de Nederlandse overheid voert een keihard beleid van migratiebeheersing en houdt zijn deuren dicht voor de Choucha-vluchtelingen. Minister-president Mark Rutte stelde eerder al dat ze hier niet welkom waren en dat ze “in de regio” opgevangen moesten worden.

Subject: Solidarity with the refugees from Camp Choucha who are on hunger strike in front of the UNHCR in Tunis
Ladies and gentlemen,
From different sources I have heard that refugees from Camp Choucha in southern Tunisia, who fled war and persecution in Libya, tried to make their situation and their demands public during the World Social Forum in Tunis. In the end of June 2013 the camp in the desert will be closed, although no solution has yet been found for the majority of the 1044 people who are still living there. 815 people have been recognised as refugees and should therefore actually have the right to resettlement (admission into a safe third country). But this has been denied to 400 of them, instead, they have been told they would be “integrated locally” in Tunisia. But in Tunisia many of them do not feel safe. They have experienced racist attacks and because of the fact that asylum laws do not exist in Tunesia, they cannot get a residence status and therefore they don’t have any rights in this country. Because of this situation 41 people of this group of recognized refugees (mainly from Sudan, Eritrea and Somalia) have been on hungerstrike in front of the UNHCR building in Tunis since March 29th. They demand the admission into a country with a functioning asylum system. 22 Palestinian refugees aligned themselves with similar claims. 222 refugees in Camp Choucha, whose applications for asylum have been rejected due to a sloppy procedure, don’t get any food, medical care and more recently don’t even get water any more. Therefore they lay claim to a reconsideration of their asylum procedures, approval of their reasons to apply for asylum and admission into a safe third country. They protested for their claims in Tunis for a week in January.
Antiracist and human rights groups could contribute to the admission of 201 refugees from Choucha into Germany in September 2012, through proclamations, a video documentary and several actions. Together with some of these refugees I now claim the admission of more people from this camp which is to be closed in June 2013. But both the present UNHCR’s representative in Tunisia, Ursula Schulze Aboubacar, and the German government act deaf to this claim and to the demands of the refugees. In doing so, they knowingly accept the refugees’ death by starvation, either in the camp or through the hungerstrike. On the 22nd of March on a press conference in Tunis Mrs. Schulze Abubakar said cynically: “The UNHCR is not a travel agency!” Of course nobody had demanded such a thing, but the UNHCR should definitely be an organization for the protection of refugees and not an agency for implementing the externalization policy of the EU governments (outplacement of refugee protection into unstable transit countries)!
I support the claims of all the refugees from Camp Choucha. I urge you as responsible representatives of the UNHCR to at last communicate with the refugees and to seek a solution in their interest!
